The scales of Private Enterprises are as follows:
1. Large-scale
Private Enterprises exceeding medium-scale are is considered to be large-scale. (see below).
2. Medium-scale

- Private Enterprises meeting criterion for medium-scale for either capital or number of employees will be placed in the category of medium-scale.
- Based on METI's "Guidelines for Personal Information Protection Laws Concerning Fields of Economy and Industry," employees are defined as those engaged in the operation of business under the supervision of the private enterprise either directly or indirectly and under a employment relationship (regular staff, contract staff, temporary staff, part-time staff, etc.), also including the president, officers, chairman, auditor and dispatch staff. Number of employees is the count at the time of the On-site Assessment.
- The "manufacturers and others" category is defined as operators with their main business in the field of manufacturing, mining, constructions, utilities, transport, communication, finance, insurance, real estate and other business categories (excluding wholesalers, retailers (including food outlets) and services).
3. Small-scale
Private enterprises with a number of full-time employees under 20 (under 5 for wholesalers, retailers (including food outlets) and service providers)
